" Hilloween is a free, community focused carnival that’s fun for kids and adults of all ages. Festivities include activities such as music, arts, story time, carnival games and face painting; top-notch entertainment from notable artists Recess Monkey and Jenny and her Ukulele; a marching band led costume parade down Broadway (3 p.m.), and trick-or-treating at neighborhood businesses.
